On March 2, Dongguan Development & Reform Bureau issued the Notice on the Identification of Dongguan's Headquarter-Economy Enterprises, publishing the list of 22 newly recognized headquarter-economy companies in Dongguan.

13 were manufacturing companies

According to the Notice, in order to encourage domestic and foreign enterprises to set up headquarters in Dongguan and to promote the headquarter economy, in accordance with the spirit of Opinions of Dongguan Government on Promoting the Development of the Headquarters Economy and after companies' application, preliminary examination, review, publicity and deliberation, the city's leading group on headquarters economy decided to identify 22 companies such as Bank of Dongguan as Dongguan's headquarter-economy companies.

The list is dominated by manufacturing companies, as 13 out of the 22 companies are from manufacturing industry, some of which are famous ones including Vivo Mobile Communications Co., Ltd., Guangdong cosmo-lady Co., Ltd., Dongguan Hsu Chi Food Co., Ltd., SouYute Group Co., Ltd., and Marco Polo Ceramics Co., Ltd. Companies, OPPO Guangdong Mobile Communications Co., Ltd. In addition, there are also emerging companies such as Guangdong Kaijin New Energy Technology Co., Ltd., Guangdong Xiaotiancai Technology Co., Ltd., UCE Group Co., Ltd., and Guangdong Hongqin Communication Technology Co., Ltd.

Others cover financial industry, infrastructure, logistics, warehousing, and software services, including well-known companies such as Bank of Dongguan Co., Ltd., Dongguan Securities Co., Ltd., Guangdong Meiyijia Convenience Store Co., Ltd. and Lingnan Co., Ltd.

Headquarter-economy companies will enjoy multiple support policies

In order to promote the high-quality development of economy and the clustering effect of the headquarters economy, Dongguan issued Opinions on Promoting the Development of the Headquarters Economy in July 2018, and formulated the Detailed Rules for the Implementation of Identification of Dongguan Headquarters-Economy Enterprise and Supporting Policies (hereinafter referred to as the Detailed Rules for the Implementation).

According to the Detailed Rules for the Implementation, a company recognized as a headquarter-economy enterprise can enjoy a maximum fund of RMB 100 million. Besides, there are more than ten rewards and support policies, including the enterprise merger and reorganization rewards, business contribution rewards, leading enterprise rewards, construction land support, office space support, talent support, financing support, and employee household register support. Dongguan is determined to promote the development of the headquarters economy in five years, significantly increase the number of headquarter-economy companies and greatly promote the clustering effect. Dongguan strives to develop more than 100 headquarter-economy enterprises in the city and cultivate a batch of Guangdong's top 100 enterprises and China's top 500 companies.

This Notice requires that the town-level governments (sub-district office) and public institutions should act in line with the support policies and measures to help the headquarter-economy enterprises. They should improve the quality of their services, carry out relevant incentives and support policies, and improve relevant services for the development of headquarters enterprises, so as to effectively promote the development and growth of Dongguan's headquarter-economy.
