Given the current situation of epidemic prevention and control in Dongguan City, in order to balance COVID-19 response and social-economic development, we hereby notify the adjustment of relevant epidemic prevention and control measures as follows:
1. All villages (communities) and residential quarters in Dongguan city are resuming open all entrances and exits in an orderly manner. Non-residents and vehicles, including visitors, takeaway delivery staff, express delivery, mail carriers, housekeepers, decoration and maintenance workers, can gain access typically after taking temperature checks, scanning the location code, wearing masks and showing a green health code. Individuals returning or coming to Dongguan from outside Guangdong province or from the cities (including the reference management areas) where the medium- and high-risk areas are located in the province are required to report to the local community and their employer as soon as possible,
2. Continue to strengthen public places' prevention and control. In public places (including enclosed commercial spaces, the same below), operators shall strictly practise COVID-19 prevention and control measures such as taking temperature checks and scanning the location code and shall remind visitors to wear masks properly. Enclosed commercial spaces must strictly cap their consumer flows at 75% of the approved capacity. Personal itinerary cards must be strictly checked in public places. People whose itinerary card is marked with "*" (asterisk) or whose health code shows red or yellow will be denied access (except in medical institutions). Hotels and other places with accommodation functions in the city should shoulder their responsibilities for epidemic prevention and control and strictly ask the customers to scan the location code and show their health codes and itinerary cards. Customers whose itinerary card is marked with an asterisk, only with a negative nucleic acid test report within the last 48 hours, are allowed to check-in, and they should also report by the procedures. Individuals who have travelled to medium- or high-risk areas must strictly practice health management measures required by the CDC.
3. Continue to do an excellent job controlling gathering activities. Organizing large-scale events, conferences, training and other gathering activities shall strictly follow the prevention and control measures under "who organizes, who takes the responsibility".
4. Continue to do an excellent job in personal health management. Residents shall voluntarily abide by the epidemic prevention regulations, pay close attention to the latest pandemic-related information, develop anti-epidemic habits and maintain good hygiene by avoiding gatherings, wearing masks, washing hands regularly, keeping clean, and using serving chopsticks. Before entering public places, please take the initiative to scan the location code. Please practice proper self-health monitoring. Individuals who experience fever, dry cough, fatigue, sore throat, decreased sense of smell etc., shall wear the mask and go to a nearby fever clinic immediately, during which public transportation should be avoided. Whoever fails to comply with the relevant regulations on epidemic prevention and control issued by the state, province and city and therefore causes the further spread of the virus will be held legally liable in accordance with the laws.
This notification shall come into effect as of the date of its release. These measures will be adjusted on a dynamic basis following the developments of prevention and control.
