New regulations for electric bicycles effective next month

Recently, the State Administration for Market Regulation, the Ministry of Industry and Information Technology, the Ministry of Public Security, and China Fire and Rescue Administration issued an announcement regarding stricter regulations for electric bicycle products and industry management.

Starting November 1, 2024, electric bicycles that do not meet mandatory national standards for electrical safety will be prohibited from production, sale, and importation. The announcement outlines several key points:

1. Local market supervision departments are tasked with ensuring that manufacturers and sellers of electric bicycles comply with quality safety responsibilities and conduct thorough quality inspections. This includes strict supervision during the production and distribution phases.

2. Traffic management departments will enhance the registration and licensing of electric bicycles, strictly verifying sales invoices, product certifications and CCC (China Compulsory Certification).

3. Starting November 1, 2024 only electric bicycles with valid certification can be registered. Bicycles sold before October 31 but pending certification can still be registered. However, those sold after must have the necessary certifications to be eligible for registration.

4. Manufacturers that fail to meet industry standards or refuse to rectify issues will be removed from official listings.

As of November 1, the following types of electric bicycles will be banned from the roads:

1. Electric bicycles that have not completed certification changes.

Reminder: Riders must complete necessary certification changes for their bicycles by October 31 to be eligible for registration.

2. Electric two-, three-, and four-wheelers that do not meet national standards.

3. Illegally modified or assembled electric bicycles.

1. Check vehicle compliance: Owners should verify if their electric bicycles comply with the new regulations, especially regarding certification. Those needing changes should act quickly before the deadline.

2. Careful purchase decisions: Prospective buyers should familiarize themselves with the new policy requirements to ensure their chosen models are eligible for registration.

The implementation of these new regulations reflects growing concerns over safety and environmental impact. While these changes may bring short-term inconveniences, they aim to create a safer and more sustainable transportation environment for everyone.
