Building the vest in-depth cooperation zone for Shenzhen, Hong Kong and Dongguan
Against the backdrop of construction of the “double areas”, the Guangdong-Hong Kong-Macao Greater Bay Area and Shenzhen pilot demonstration area of socialism with Chinese characteristics, in-depth city-industry integration and interactive development of Shenzhen and Dongguan will embrace major development opportunities. In September this year, the CPC Central Committee and the State Council printed and published the “Plan for Comprehensively Deepening the Reform and Opening-up of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone”, which has aroused heated discussion. Qianhai’s “physical expansion” overlapped with “policy expansion” will generate scale effect and multiplier effect, injecting more robust momentum into Shenzhen’s next round of development.
Dongguan’s active integration into Shenzhen’s development pattern contributes to the formation of the new pattern of integration of Shenzhen and Dongguan with three cooperation axis in the east, middle and west. The west gives prominence to building a cooperation axis of modern service industry with Binhaiwan Bay Area collaborating with Humen Town and Chang’an Town in strengthening interactive development with Shenzhen Qianhai and the airport. At present, Binhaiwan Bay Area is planning interactive development with Shenzhen and Hong Kong, jointly building an industrial system with global competitiveness featuring “modern service + high-end R&D +advanced manufacturing”, and facilitating formation of the best partnership for Shenzhen, Hong Kong and Dongguan to generate the optimal effects with “1+1+1>3”.
If Dongguan is said to be a critical juncture of the Greater Bay Area, Binhaiwan Bay Area as one of the three core areas enjoy exclusive advantages. Located at the golden section point of Guangzhou-Shenzhen Economic Corridor and between Guangzhou Nansha Free Trade Zone and Shenzhen Qianhai Free Trade Zone, Binhaiwan Bay Area and Hengqin and Qianhai all belong to the metropolitan area of the Pearl River. Binhaiwan Bay Area and Qianhai are located across a river.
Meanwhile, a traffic network incorporating Binhaiwan New District, connecting Guangzhou and Shenzhen and reaching Hong Kong and Macao is becoming denser. Located on Shajiao Island of Binhaiwan New District, Binhaiwan Station of Shenzhen-Maoming Railway will be connected to Humen Railway Station through the Binhaiwan Avenue. Binhaiwan Bay Area will also realize seamless alignment with Shenzhen Qianhai and Guangzhou Nansha, forming a “half-an-hour life circle”. It can be said that Dongguan Binhaiwan and Shenzhen Qianhai are not only connected by mountains and river but also complement each other in industry, representing the new central role in integration of Shenzhen and Dongguan.
In the future, Binhaiwan Bay Area will further deepen cooperation and integration of Shenzhen and Dongguan. It will rely on Shenzhen’s pioneering experience of building a pilot demonstration area, strive for policy support of the country and the province, and replicate and promote the preferential policies of free trade zones such as Nansha and Qianha, building itself into a special zone in Dongguan with innovative policies, services and resources. Binhaiwan Bay Area as a magnet for investment enjoy a promising future.
“With opportunities presented by the construction of the ‘double areas’ and the ‘two cooperation zones’, Binhaiwan Bay Area is dedicated to becoming the greenest land, bluest ocean and the most passionate land.” Sun Haibo, Deputy Secretary of the Party Working Committee and Director of the Management Committee of Binhaiwan New District, extended sincere invitation to enterprises at the Binhaiwan Bay Area Value Investment Sharing Session, “We warmly welcome you to visit Binhaiwan New District, to invest here and make your dream come true here.”
