Notification on COVID-19 Prevention & Control in DG (No.68)

Since the current situation of epidemic prevention and control in China is complicated and challenging, given the current situation of epidemic prevention and control in Dongguan City, we hereby notify the adjustment of relevant epidemic prevention and control measures as follows:

1. Strengthen travel management. The public shall not travel to the cities where the medium or high-risk areas are located unless necessary. Residents who live in the town or district where the medium and high risk areas are located should be restricted to travel. Those who do need to travel must hold two negative nucleic acid test reports (with an interval of at least 24 hours) within 48 hours and a green code. Individuals coming (returning) to Dongguan are requested to undergo nucleic acid tests 3 times within 3 days upon arrival.

2. Continue to strengthen the prevention and control in passenger transport. When taking airplanes, trains, inter-provincial coaches or other public transportation, passengers must have a negative PCR test report within 48 hours. Continuing to carry out "PCR test upon arrival", drivers and passengers, no matter by trains, or truck, or private car, return to Dongguan from other cities should take the initiative to complete a nucleic acid test at the sampling points set up at railway stations, passenger stations and expressway service area.

3. Continue to strengthen the prevention and control in key institutions. When visiting nursing institutions, welfare institutions, visitors are required to make appointment, complete real-name registration, and have negative nucleic acid test result within 48 hours. Construction sites, farmers' markets and wholesale markets are subject to regular weekly spot checks for nucleic acid, and staff who return to Dongguan from outside the city are required to have a negative nucleic acid test report within 48 hours before they are allowed to start work while those came from outside the province must complete 3 COVID-19 test in 3 days. Health codes and negative nucleic acid tests result within 72 hours are necessary in hotels and tourist spots. Employees and customers of enclosed business premises including karaokes (KTVs), cinemas, theatres, chess & card rooms (mahjong halls), internet cafes, book bars, pubs, studios for role-playing games, escape rooms, gyms, indoor swimming pools, sauna and massage centres (SPA), foot care and health centres (physiotherapy centres) are allowed to enter with a negative 48-hour nucleic acid test report or a sampling record within 24 hours. People with a travel history in the county (city, district, and area) where the medium or high-risk areas are located or people with red or yellow codes will not be allowed to visit the public places, and those with red codes should report to the local community (village) immediately.

4. Strengthen management of gathering activities. Strictly control large-scale gathering activities such as conferences, trainings and performances in the city in accordance with the principle of do not hold unless necessary, hold online when necessary. For activities that do need to be held, in accordance with the principle of "who holds who is responsible", organizers should make an epidemic prevention and control plan, minimise the scale, implement prevention and control measures, and require participants to scan venue code and present negative nucleic acid testing report within 48 hours.

5. Continue to strengthen sentinel surveillance work. Personnel in key institutions and occupations are required to take nucleic acid testing in accordance with the unified arrangements to ensure that everyone complete the COVID-19 test. The frequency of nucleic acid testing will be increased if it is necessary. The public can take test as often as they need to meet their work and living needs. Medical institutions at all levels, fever clinics, individual clinics, pharmacies and other grassroots "sentinel sites" must implement the requirement of "early detect and early report", improve the sensitivity of surveillance and early warning, and strictly implement the pre-screening and triage system and the first consultation responsibility system. Hospitals should strictly implement 24-hour closed management of inpatient wards, set up and reasonably use transitional wards, and implement a system of "no visits, no escorts unless necessary".

6. Strengthen personal health protection. The public should consciously observe the epidemic prevention rules, pay close attention to the domestic epidemic situation, develop good health habits and be the first to take responsibility for their own health. Citizens should keep good hygiene habits such as wearing a mask, washing hands frequently, keeping clean and using serving chopsticks. People who experience fever, dry cough, fatigue, sore throat, decreased sense of smell (taste), nasal congestion, runny nose, conjunctivitis, myalgia, and diarrhoea should go to a nearby fever clinic as soon as possible.

The notifications will take effect once it is issued and last until November 30, 2022. In case of the towns and districts which report local epidemic cases, designate medium- or high-risk areas or temporary control areas, relevant prevention and control measures shall be be subject to the local notice. Thank you for the understanding, support and cooperation in the prevention and control of the epidemic in the city. Enterprises and individuals who violate relevant regulations and thus cause the spread or the risk of spread of the coronavirus will be held liable in accordance with applicable laws and regulations.
