A national conference on advancing the Peaceful China Initiative was held in Beijing on September 28. Dongguan was designated a National Model City for Advancing the Peaceful China Initiative for 2021–2025, marking the fifth consecutive time the city has received national recognition for its public safety and social governance efforts.
Dongguan has adopted nine supporting policy documents and established 16 dedicated task forces. The city conducts regular risk assessments and targeted campaigns to address public security hotspots and pressing concerns. To improve dispute resolution, Dongguan has promoted the standardized development of comprehensive social governance centers and established an online and offline mediation network. Offline, dedicated people’s mediation committees now serve all 613 villages and communities across the city.
To prevent juvenile delinquency, Dongguan established China’s first specialized school for juveniles in need of behavioral intervention, with 95% of students who completed its programmes recording no further offences. The city has also built a team of 10,000 full-time community grid workers and a 320,000-member public safety volunteer network, extending community-level governance into neighborhoods, streets, factories and industrial parks.
