Subsidies for Dongguan enterprises signing new recruits

The Dongguan Human Resources and Social Security Bureau recently published new guidance for enterprises which recruit employees to work in Dongguan for the first time. If they are able to sign employment contracts with them and produce their social insurance registration (or complete the registration within a deferred payment period), the entity can apply for an employment subsidy of 1,000 RMB (US$142) per each new recruit.

The subsidy plan takes effect from 20th February 2020, and will be valid until one month after the COVID-19 epidemic is resolved. The deadline for subsidy applications is within 3 months after the COVID-19 pneumonia outbreak is resolved.


Materials to be submitted 

1. Application form for one-time employment subsidy for newly recruited employees; 

2. The original and photocopy of the employment contract signed between the company and the newly recruited employees.

Application Procedure

1. With the materials listed above, the enterprise should submit an application to the Human Resources and Social Security Bureau of the town (district) where the unit is located;

2. The local Human Resources and Social Security Bureau will verify the registration information of the enterprise and the social insurance payment of newly recruited employees within 5 working days. Documents will then be submitted to the Municipal Human Resources Service Centre for review after verification.

3. The Municipal Human Resources Service Centre will complete the review within 5 working days. After approval and public notification, the finance bureau of the town (district) will transfer the subsidy to the enterprise's stipulated bank account.
