On the afternoon of 16th January, Dongguan city published ten declarations concerning transportation, education, social welfare, healthcare, food security, the environment, employment, public services, entertainment and ecology. The government has declared all ten will be conducted and finished in 2019. Here follows those declarations, with further information.
 

1. Transportation 

The government is to take effective administration of traffic jam hot spots to:

- alleviate 54 traffic jam areas;

- complete construction of the Guan-Pan Expressway (the section between Humen 2nd Bridge and Guang-Shen Expressway);

- universally replace diesel powered buses with fully-electric buses;

- create 200 new bus charging locations;

- open a Green Channel for school buses during their rush hours;

- improve traffic light distribution and signal timing efficiency;

- construct an additional 7 pedestrian bridges in the city centre.
