The domestic authoritative think tank Hengda Research Institute recently released the "Top 100 Chinese Cities with Development Potential 2019" list. Shenzhen, Beijing, Shanghai and Guangzhou rank top 4 in the list for medium and long-term development potential. Other top 10 cities include second-tier cities such as Chengdu, Nanjing, Wuhan, Chongqing, Tianjin and Hangzhou. Dongguan ranks 15th in the list, ranking first among Guangdong's prefecture-level cities, second only to Shenzhen and Guangzhou, and followed by Foshan, Huizhou and Zhongshan.

Taking more than one year, the Hengda Research Institute established a multi-dimensional and verifiable evaluation model for urban development potential after analysing 27 indicators from a 50,000 strong dataset. 336 prefecture-level administrative units, except Hong Kong, Macao, Taiwan and Sansha City, have been objectively ranked according to their development potential.

32 cities in East China have been ranked in the top 50, with the performance of cities in the Yangtze River and Pearl River Deltas particularly outstanding. Over 80% of cities in Northeast China have been ranked 200 or lower. The report identifies the top 100 cities produce 73% of the country's GDP from 50% of the total population and 13% of the country's land.
