From January 5th to 6th, the Fifteenth Congress of the CPC Dongguan Committee was convened, which clarified the development goals and tasks of Dongguan in the next five years.
The Congress stresses a priority in cultivating new driving force, and striving to realize the high-quality development of the economy at a new starting point with Dongguan's GDP exceeding one trillion yuan. Dongguan shall also deploy the innovation chain according to the needs of industrial chains, and cultivate the industrial chain in line with the innovation chain, actively seize the commanding height of future development, accelerate the fostering and growth of the new driving force, constantly unleash the development potential, and steadily promote economic development at a new starting point as Dongguan's GDP surpasses one trillion yuan.
The Congress also stresses a priority in pursuing co-development, co-governance and progress shared by all, and striving to achieve a deep integration of the city and its ten-million residents, characterized by co-existence and common prosperity. Dongguan shall also comprehensively improve the overall urban environment, innovate grassroots governance, enhance people's livelihood and well-being, and pursue the harmonious integration of ten million people, so that people of different ages, classes and occupations can realize their individual values and achieve their dreams in Dongguan.
The Congress proposes to focus on the "technological innovation plus advanced manufacturing" campaign and race to reach "seven new heights".
Firstly, with participation in the construction of a comprehensive national science center as the leading endeavor, Dongguan shall race to the new heights in scientific and technological innovation in the Greater Bay Area. Dongguan shall also seize major opportunities such as the construction of the International Science and Technology Innovation Center of the Greater Bay Area and of the Guangzhou-Shenzhen-Hong Kong-Macao Science and Technology Innovation Corridor, intensify the national strategic scientific and technological strength, speed up national scientific and technological self-reliance, further optimize the innovation ecology, and enhance the innovation level, so that innovation truly becomes the primary driving force to lead future development.
Secondly, eyeing the Five Major Projects of industrial development as the central task, Dongguan shall race to the new heights in advanced manufacturing in the Greater Bay Area. Dongguan shall also continue to value the advanced manufacturing as the root and soul of Dongguan's industrial development, steadily promote the five major projects, namely accelerating the development of industrial clustering with upscale market-orientated, digitized, brand-driven, and eco-friendly industries, and continuously improve the safety and competitiveness of the industrial chain and supply chain.
Thirdly, with building a powerhouse of talents in the new era as the starting point, Dongguan shall race to the new heights in talent pool in the Greater Bay Area. As Dongguan races in the new track for cities whose GDP exceeds 1 trillion yuan and whose population surpasses ten million, the city is more eager for talents than ever before. It is imperative to thoroughly implement the strategy of "City Thriving on Talents" in the new era, sound the horn of talent recruitment, promote a leapfrog development of talent work, and strive to build Dongguan into one of the most talent-inclusive cities in the Greater Bay Area, thus promoting the transition of a population-based advantage to a talent-based advantage.
