Dongguan issues 1st Integrated Work and Social Security Card for expats

Dongguan has taken a significant step in improving services for foreign professionals by introducing an integrated card that combines a foreigner's work permit with their social security card. Selvam Shivakumar, a frequent traveler to China for the past nine years, became the first recipient of this all-in-one card on December 6. The new system promises efficiency and convenience, reflecting the city's commitment to fostering a business-friendly environment for international talent.

Selvam Shivakumar has frequently traveled to China over the past nine years, staying anywhere from a few days to two months each time. In the past, he relied on agencies to handle work permit applications. However, on December 6, he personally visited the Dongguan Immigration Service Center to apply for the city's first integrated foreigners' work permit and social security card.

When describing Dongguan, Selvam often emphasizes one word: efficiency. "The manufacturing production here is incredibly fast, foreign trade develops at an impressive pace, and even the process of getting permits is very quick." He is particularly pleased with the new card's efficiency, saying, "With this card, foreigners can also enjoy the convenience of an all-in-one social security card."

The initiative follows a national policy rolled out on December 1 by the Ministry of Human Resources and Social Security. By embedding work permit information into the social security card, the system streamlines processes for foreign workers. Applicants can now use an e-Social Security Card app to download and activate their digital cards through a simple identity verification process.

Dongguan, known as a hub for international trade and innovation, has seen a growing number of foreign professionals making the city their base. With 4,960 foreign professionals currently holding work visas in the city, the integration of work permits and social security cards marks a major step in enhancing their experience.

According to Li Jianhong, Deputy Director of the Dongguan Science and Technology Talent Service Center, the new system enables "one-time application, contactless approval, and full online processing." This significantly reduces the time and effort required for foreign professionals to obtain necessary documentation. The e-Social Security Card app also provides helpful services such as notifications, renewal reminders, and access to integrated benefits, making Dongguan an even more attractive destination for global talent.
