This year's No. 1 Policy Document focuses on "Artificial Intelligence (AI) + Advanced Manufacturing," while the No. 2 Policy Document highlights "Productive Services + Advanced Manufacturing." These themes align with Dongguan's long-standing strategy of strengthening its manufacturing base while fostering new, high-quality productivity.

The No. 1 Policy Document sets ambitious targets for 2027, aiming to:
Deploy computing power exceeding 10,000 P across the city
Create 100+ AI-powered advanced manufacturing demonstration projects
Cultivate 300+ key AI enterprises
Achieve an AI core industry scale of over 30 billion RMB
Expand AI-related industries to over 300 billion RMB
To support these goals, the government will:
Invest at least 3 billion RMB in fiscal incentives over the next three years
Establish an AI-focused sub-fund group with 5 billion RMB in funding
Strengthen AI infrastructure, industrial data capabilities, and model algorithms
By prioritizing smart manufacturing and intelligent terminal industries, Dongguan aims to fully integrate AI into its industrial ecosystem, reinforcing its position as a global leader in intelligent manufacturing.
