Notification from Dongguan COVID-19 Prevention & Control Command Office (No.56)

Currently, the epidemic prevention and control situation is still complex but controllable in Dongguan. In order to maintain epidemic prevention and control in a strict and meticulous manner, coordinate both epidemic containment and economic and social development, and strive to achieve the greatest containment effect at the least cost, we hereby notify residents of the adjustment of relevant epidemic prevention and control measures in the city as follows.

1. The general public is advised not to leave Dongguan for non-essential reasons. Individuals who need to leave should provide a negative COVID-19 testing report within 48 hours. While travelling within the city, residents will only have to present a green health code instead of the negative COVID-19 testing report. People whose itinerary card is marked with "*" should provide a negative nucleic acid test report within the last 24 hours and a green health code before entering Dongguan.

2. All residential quarters and villages (communities) in the city shall retain necessary entrances and exits equipped with "location code" and staff on duty 24-hours. Access will be allowed after conducting safety protocols such as taking temperature, scanning the "location code", wearing masks and inspecting the personnel's green health code. For visitors and people arriving from other cities, it is necessary to learn where they are coming from and their travel and residence history in the past 14 days and register the information of the vehicles and visitors one by one. While entering public places such as shopping malls, supermarkets, farmers' markets, hotels, restaurants, transportation stations, etc., measures such as taking temperature, scanning codes, and wearing masks should be in place strictly. All food deliverers, couriers, etc., are not allowed to enter the residential quarter, and they shall adopt contactless delivery. Residents are advised to refrain from unnecessary outings and avoid gatherings.

3. Enclosed commercial spaces such as karaokes, cinemas, theatres, chess & card rooms, Internet cafes, book bars, KTV, bars, studios for role-playing games, escape rooms, museums, libraries, gyms, indoor swimming pools, and bathing centres (SPA) will continue to be temporarily closed. All kinds of training and childcare institutions in the city will continue to suspend offline services. Other business premises shall set up a "location code" and maintain regular operation while strictly implementing epidemic containment measures such as taking temperature, scanning location code, and limiting the traffic of no more than 75% of their maximum capacity. Commercial catering premises shall continue to suspend dine-in service.

4. Parks and tourist attractions will reopen in an orderly manner. They shall follow visitor number limitations, reservations and staggered visiting hours and cap visitor flow under 75% of their total capacity. Visitors entering the park or scenic area are required to accept temperature checks, scan the location code, and wear a mask. No mass gatherings will be allowed in the park or attraction.

5. Except for boarding students of third grades at senior high schools, students in other grades of schools at all levels in the city (kindergarten children included) will suspend offline classes. The education department shall announce the specific resumption date in a timely manner based on the epidemic situation.

6. Strict control of conferences, large-scale performances, exhibitions and other events in the city under the principle of no holding for non-essential reasons. If an event must be held, the number of people should be controlled, and epidemic prevention and control measures should be implemented with the principle of "whoever holds the event takes full responsibility".

7. Government departments at all levels, SOEs and government-affiliated institutions in the city shall resume standard work schedule.

8. Please always stay alert and take proper personal protective measures. Wear your mask correctly, wash your hands often, keep your room well-ventilated, and practice social distancing. If you experience symptoms such as fever, dry cough, sore throat, please go to the nearby fever clinic with proper personal protection as soon as possible and avoid taking public transport.

The above measures will be implemented from the day of release and will be adjusted on a dynamic basis according to the COVID-19 risk assessment results. This Notification shall prevail for any inconsistencies with Notifications No. 53 and 54. Towns and districts with local cases shall implement their own relevant epidemic prevention regulations.
